Cabinet: invisible youths at school or at work

About 66 thousand youths are not in employment, while also not in education. These young people are not even on the radar of the municipalities and the UWV for counseling. The government wants these invisible youths to either continue education, or to enter employment. Municipalities must therefore work alongside the young people, schools, UWV and employers to work around this problem.

This notes Asscher, Minister of Social Affairs and Employment, on the behalf of Bussemakerhuis, the Minister of Education, Culture and Science in a letter to parliament.
Asscher: "We must ensure that these young people remain involved in our society, and prevent them from coming to stand with their backs to society. This is an important task for municipalities and the environment of these young people."

Over the past two years, youth unemployment has fallen sharply. Yet, there are still many young people who are out of work and some of it, and they tend to fall out of the bigger picture of the authorities. In order to help the youth from becoming totally invisible, the government will help 35 municipalities in the coming months . Eventually, the government wants to go to all municipalities and offer help to young people.

In order to assist the invisible youth, they first need to come into the picture. One way to get this done, is linking the files of different parts of municipalities. This is especially relevent for the comparison of data of early school leavers with the data that municipalities have on work and income. Municipalities can do this data link for young people up to 23 years, however this is still insufficient. The government wants municipalities to tackle this as fully as possible. The government also wants local councils to link the same data together with the invisible group of young people from 23 to 27 years old. This requires that municipalities also have invisible youths register in the future.
