
According to NU.nl, the Asian Development Bank reached out to the Dutch firms last year. The Dutch firms presented their plan to the city of Beijing officials on Monday 25 May 2015. Car emissions are mainly responsibly for smog in the Chinese capital, hence it is necessary to create decent bike paths to combat the smog and related health issues.
The purpose of the Dutch-Chinese cooperation is to make Beijing a cycle-friendly capital, since the city has been facing a constant decline in bicycle use for quite some time now.
