The elderly should work longer and should become more mobile

The Hague – The government wants the elderly to keep working for a longer period. It is looking to postpone retirement and make it more attractive for businesses to employ workers over the age of 65. It is also looking to relax the laws of dismissal.

This is stated in the2013 Social Affairs budget plans of Minister Henk Kamp and State Secretary Paul de Krom. These measures are based on the Spring Agreement (Lenteakkoord) formed by VVD, CDA, D66, GroenLinks and the ChristenUnie after the Rutte cabinet fell last April. Retirement age will be postponed by a month next year. In the following years a further rise will be made gradually until the age of retirement will have become 66 in the year 2019. In 2023 it will have become 67. Companies employing seniors will only have to pay their wages for six weeks in case of illness, instead of for two years. They will also no longer be obliged to offer them a permanent contract.

Dismissal

From 2014 onwards, businesses will not be obliged to ask benefit authority UWV or the cantonal judge for permission to dismiss an employee. The dismissal compensation will also be reduced quite dramatically. Employers will have to foot the first six months of the unemployment benefit. Employers will also have to ensure that flex workers are back at work sooner after being ill. Businesses which do not make a good enough effort will have to pay a higher premium from 2014 onwards. Companies will no longer receive a permit to bring labour immigrants to the Netherlands from countries outside the EU if the job can also be performed by Dutch people on benefits or by an inhabitant of the EU.

Fraude

People who commit benefit fraud or children’s allowance fraud will be punished heavier from next year onwards. The fines will be equivalent to the amount involved in the fraud. This amount will always have to be returned. In order to control the costs of childcare, households with a combined income of up to 118.000 euros will not receive childcare benefits for their first child from next year onwards. Also, benefits for all first children will be reduced.
