
This means that they do not have paid work, but also that they are not looking for work and/or they are not able to start immediately. Old age, illness or disability, or undergoing training are the most common reasons for not participating.
Thus, per quarter there was an average of nearly 10% from the non-working population. Yet a quarter later they could find a job or were looking for a work. The flow among the sick and disabled was relatively small, while proportionally the flow of the discouraged was much higher. Those who followed a training/course had the greatest influx into the labour market.
