
‘Working without pay leads to unfair competition and loss of real jobs’, said the union in the Local Monitor. This Wednesday, published research assesses the federal social policies of Dutch municipalities.
Not even half the municipalitiesexaminedin the research could present whether there is actually unfair competition. Of the 144 municipalities that participated in the survey only 49% showed that they know how to test for possible repression.
One in four surveyed municipalities sees the contribution of unpaid work as a useful tool. Some municipalities presented in the results that ‘a bit of displacement is acceptable’, and others that they do not have the capacity for assessing this.
Reciprocity
Since last year, municipalities may force people on social assistance to do unpaid work. But according to the law, this should not be at the expense of the paid jobs.
Westland was named as a 'most social community of 2016', according to the Union. This municipality consistently checks if offering work to people on benefits leads to displacement of existing jobs. Amsterdam and The Hague share second place in the ranking, followed by Oss, Smallingerland and Maastricht.
