Probable decrease in Flex worker’s sickness benefit

THE HAGUE – In future, flex workers will receive sickness benefit for a shorter period.

The Dutch Lower Chamber will probably agree on a proposal put forward by Minister Henk Kamp of Social Affairs on Thursday. The proposal contains plans to economize the benefits for this group. This became clear in last Tuesday’s debate with the Minister. The term for flex workers’ sickness benefit is two years, the same term as for employees working under a permanent contract. Soon, the term will be defined by the number of years an employee has worked and the amount of his or hers last wages. Later, it will be followed by a much lower benefit, based on the minimum wage.

No incentive
According to Minister Kamp, the arrangement is a necessity because flex workers show no interest in getting back to work quickly after they have become ill. They receive their benefit from implementing agency UWV while employees on a permanent contract receive their pay from their employer. The employer profits from the employee coming back to work as soon as possible. Day to day cases show that flex workers stay off work much longer and become disabled easier than permanent employees.

Antisocial
The PVDA, SP and the FNV consider the bill put forward by Minister Kamp to be antisocial. However, the Minister did not seem bothered by the criticism. Last Tuesday, he blamed the SP for making a ‘smouldering mess’ of social security due to its passive attitude. The PVDA and the SP have put forward an initiative last Tuesday which should see to it that employees on a temporary contract are offered a permanent contract. Now, according to the two parties, it is a case of ‘false competition in terms of employment’.
