AMSTERDAM – Employers who want to swap permanent workers for flexible workers are usually met with refusal by the UWV (Unemployment Insurance Agency).
This became clear from research ordered by minister Henk Kamp (Social Affairs) into new labour instructions for the UWV when dealing with resignation requests. From September to December last year, 13 resignation requests for a total of 85 employees, were put forward to the UWV. In these cases employers wanted to switch over to temporary contractors, temporary workers and self-employed persons.
12 requests were denied because it had not been made reasonably clear that there would be structurally more fluctuation in labour demand.
