Support scheme for freelancers Tozo 3, the limited capacity test will not be introduced in the Tozo 3

On Monday 28 September, the cabinet announced in a press conference in connection with tightened coronary measures that the limited capacity test will not be introduced in the Tozo 3 on 1 October 2020. The capital test will in any case expire on 1 April 2021. This means that entrepreneurs can apply for Tozo 3 for the period from 1 October 2020 up to and including 31 March 2021. For the period from 1 April 2021 to 30 June 2021, a new application procedure will follow for Tozo 4. Read the Kamerbrief HERE
The Cabinet realizes that municipalities have been preparing for the implementation of the Tozo with a limited assets test for quite some time. This change comes at a late stage and requires adjustments in the implementation. This may mean that the application for Tozo cannot be made until, for example, mid-October, but with retroactive effect to 1 October.

Application period
The period over which you can apply for the Tozo 3 without an equity test is always the same as your application. In other words, if it is decided that the equity test will be introduced on 1 February 2021, then the application made will be valid for Tozo 3 until 31 January 2021. So you always apply for Tozo 3 for the period that there is no equity test (yet).

ZZP Netherlands positive
Stichting ZZP Nederland responds positively to the Cabinet's proposal not to add the capital test to the Tozo 3 for the time being. In this way the self-employed will not be forced to make up the buffer that is necessary for the continued existence of the company.
