
All the people who work should have the same basic security to education, disability and retirement, no matter if they have a permanent contract or not. This was proposed by five labour organizations (Cedris, de Nederlandse Raadvoor Training en Opleiding (NRTO), OVAL en Summum.nu), including staffing association ABU, in a report published on Wednesday.
The Dutch labour market would benefit if the social security system were transformed into a system in which social security and contract form are decoupled.
Now the market functioning is still insufficient and there are 1.5 million people on the side-lines, according tothe organizations. The policy is therefore called upon to relaunch the labour market. "In Europe we are placedalmost toaverage point with the employment of people with disabilities", the report said.
Furthermore, the organizations believe that people should be deployed for as long as possible and should be able to stay. Lifelong learning should be the new standard for the employed and unemployed. This can be supported by a personal development budget.
The organizations are also calling for more space to experiment with the use of pension funds for work. Thus, a part of the assistance or unemployment benefits could be transformed into a wage subsidy or training.
For young people entering the labour market without a basic qualification to work, learning and certification in practice should be made easier.
